Which is the best & free ArcView or GIS software?

Friends, which is the best GIS software? why do you think it is the best? Thank you!

1. There are plenty of free GIS programs. There are QGIS/Quantum GIS, AccuGlobe, ArcGIS Explorer, ArcExplorer, and GRASS. There are probably a few I forgot about. In my opinion, the free programs always have some sort of limitation or are buggy. It's best to just spend the money on one of the ArcGIS products. ArcView costs $1500 the last time I checked, and ArcEditor costs about $7500 up front plus $1500 a year for maintenance.
